In the lead up to Myanmar’s 2020 general election, international and local organizations are busy preparing policy-related curriculum for candidates, political parties are also planning trainings for party members and potential candidates. However, given the persistence of challenging policy issues on one hand and concerns about the relevancy and effectiveness of trainings and their materials in terms of content, design, and available timing on the other, it is imperative to identify the gaps between the availability of resources provided by international and local organizations on issues related to decentralization and federalism, and the needs and use of these resources by the party and potential candidates. This report analyzes the processes which foster a mismatch between the supply of research knowledge provided by international and local research institutions and the demands of policy practitioners for translating research knowledge and insights into action with regard to promoting democratization and federal principles in Myanmar.
