အစိုးရ အနေဖြင့် ပြုပြင်ပြောင်းလဲ ပေးနေသော်လည်း လူအများက လွယ်လွယ်ကူကူ မေ့ပစ်လိုက်ကြသည်။

ရန်ကုန် – တပ်မတော် ထောက်လှမ်းရေး ညွှန်ကြားရေးမှူးရုံး အကြီးအကဲ ဒုတိယဗိုလ်ချုပ်ကြီး ခင်ညွန့်မှာ အသက် ၅၀ ပင် မပြည့်သေးသော်လည်း ကမ္ဘာပေါ်ရှိ လျှို့ဝှက် ထောက်လှမ်းရေးသမားများအနက် လူသိအများဆုံးသူ တစ်ဦးဖြစ်နိုင်ပါသည်။ သူသည် ယနေ့အချိန်၌ နိုင်ငံတော် ငြိမ်ဝပ်ပိပြားမှု တည်ဆောက်ရေးအဖွဲ့ (နဝတ) ၏ အတွင်းရေးမှူး-၁၊ အတိုကောက် S1 အနေဖြင့် နေ့စဉ် မျက်နှာ ထွက်ပြနေသည်ကို တွေ့ရပြီး ၁၉၈၈ ခုနှစ် စက်တင်ဘာလ၊ အာဏာရယူလိုက်စဉ် ကတည်းက နဝတ၏ စီမံချက် အမြောက်အမြားကို အင်တိုက်အားတိုက် ခြေလှမ်းကျဲကျဲ လှမ်း၍ အနီးကပ် ကြီးကြပ် အကောင်အထည် ဖော်ခဲ့သူလည်း ဖြစ်ပါသည်။ ဆယ်စုနှစ် သုံးခုအတွင်း မြန်မာနိုင်ငံ၏ ပထမဆုံး ပါတီစုံ အထွေထွေရွေးကောက်ပွဲ ကျင်းပပြုလုပ်ပြီးသည်မှာ တစ်လကျော် ကြာလာပြီးနောက် သူ၏ ကလေးဆန်သော မျက်နှာကိုလည်း မီဒီယာ အသီးသီးမှ ထုတ်လွှင့်ပြသခဲ့ပြီး ဖြစ်ပါသည်။ ထို့အပြင် အောက်သက်ကျေသည့်အတွက် သာမန် အခြေခံလူတန်းစားများကို စာနာ နားလည်နိုင်ပြီး သူတို့နှင့် တစ်သားတည်း ဖြစ်ကြောင်း ချဉ်းကပ် စည်းရုံးရသည်မှာလည်း လုံး၀ မမောမပန်းနိုင်အောင်ပင် ဖြစ်ပါသည်။

ပြီးခဲ့သော တနင်္ဂနွေနေ့၊ အခြားသူများ အနားယူနေချိန်တွင် ရုပ်သံအဖွဲ့သားများမှာမူ အတွင်းရေးမှူး-၁ ၏ လုပ်ငန်း ခရီးရောက်မှုကို မှတ်တမ်းတင်ရန် ရဟတ်ယာဉ်၊ လင့်ရိုဗာကားတို့ဖြင့် အစောပိုင်း မုတ်သုံရေ လွှမ်းမိုးမှုများကို ဖြတ်ကျော် လာခဲ့ကြရပါသည်။ သူသည် ၁၅ မိနစ်အတွင်း အမျိုးသမီးငယ် ခြောက်ဦးကို နှုတ်ဆက် အနမ်းပေးခဲ့၍ ပန်းစည်းသုံးစည်း လက်ခံရရှိခဲ့ပြီးနောက် ဆေးရုံတစ်ရုံသို့ ဝင်ရောက်ခဲ့သည့်အပြင် ထေရ်ကြီးဝါကြီး သံဃာတော်များကိုလည်း ရှိခိုးဦးချ ကန်တော့ခဲ့ပါသည်။ ထို့နောက် မိန့်ခွန်းနှစ်ကြိမ် လက်တန်းပြောခဲ့ရာ မြူးကြွသည့် ဆပ်ကပ်တီးလုံးပုံစံ တေးသွားများ၊ လက်ခုပ်သံများနှင့် လက်ဝှေ့ယမ်း နှုတ်ဆက်ခြင်းများ အားလုံးနှင့် လိုက်ဖက် ညီနေခဲ့ပါသည်။

နဝတအဖွဲ့မှ အတွင်းရေးမှူး-၂ ဒုတိယဗိုလ်ချုပ်ကြီး တင်ဦး၊ ကာကွယ်ရေးဦးစီးချုပ် (ကြည်း) မှာလည်း ဖျတ်လတ် တက်ကြွသူ တစ်ဦးပင်ဖြစ်သည်။ သူ့ကို နေ့စဉ်ထုတ် လုပ်သားပြည်သူ့နေ့စဉ် သတင်းစာ၌လည်း အလုပ်များနေသည့်ဟန် ရှိသော တပ်မတော် အရာရှိများက အဆောက်အအုံသစ်များဖြင့် ဖွံ့ဖြိုးတိုးတက်နေသော နယ်မြေတချို့ကို ညွှန်ပြနေသည့် ဓာတ်ပုံများဖြင့် မျက်နှာဖုံး တင်ထားပါသည်။ အစိုးရပြန်တမ်း ဖြစ်သည့် ရုပ်သံသတင်းများတွင်လည်း စိတ်အားတက်ကြွနေသည့် အရာရှိများက မိမိတို့ ရင်ဆိုင်ရမည့် စိန်ခေါ်မှုများအား စစ်တပ်ပုံစံအတိုင်း ပုံစံကားချပ်များ၊ မြေပုံများနှင့် အစီအစဉ်များကို ထောက်ညွှန်ပြ၍ အစီရင်ခံနေကြပါသည်။ ဤသည်မှာ အစိုးရအနေဖြင့် ပြုပြင်ပြောင်းလဲ ပေးနေသော်လည်း လူအများက လွယ်လွယ်ကူကူ မေ့ပစ်လိုက်ကြခြင်းပင် ဖြစ်ပါသည်။

“ကမ္ဘာ့အနေအထားမှာ အလျင်အမြန် ပြောင်းလဲမှုများနှင့် ကြုံတွေ့နေရပေပြီ။ ထို့ကြောင့် မြန်မာ့ အနေအထားသည်လည်း အလျင်အမြန် ပြောင်းလဲနေသည် ဟူသောအချက်ကို မျက်ခြေမပြတ်သင့်”ဟူသော ကြွေးကြော်သံမှာ လုပ်သားပြည်သူ့ နေ့စဉ်သတင်းစာ၏ မျက်နှာဖုံး နဖူးစည်း စာတန်းတစ်ခုပင် ဖြစ်ပါသည်။ မြန်မာနိုင်ငံ၏ လက်ရှိ အနေအထားမှာ လူတိုင်းနှင့် အကြိုက်ချင်း ကိုက်ညီသည်အထိ မပြောင်းလဲနိုင်သေးသော်လည်း ရုပ်ပိုင်းဆိုင်ရာ ပြုပြင်ပြောင်းလဲမှု ရှိခြင်းမှာမူ ငြင်းဆို၍ မရသောအချက်ပင် ဖြစ်ပါသည်။ ၁၉၈၈ ခုနှစ် နောက်ပိုင်း နဝတအစိုးရက မြို့တော် ရန်ကုန်ကို မွမ်းမံ ပြင်ဆင်ခဲ့ခြင်းမှာ အရှိန်အဟုန်ရနေပြီ ဖြစ်ပြီး ရန်ကုန်နှင့် မန္တလေးကဲ့သို့ မြို့ကြီးများမှာလည်း ရုပ်ရှင်ဆန်စွာ ပြောင်းလဲခဲ့ပြီ ဖြစ်ပါသည်။ များစွာ စိတ်ကျေနပ်ဖွယ် မကောင်းသည့် ဖြစ်ကတတ်ဆန်း ဗိသုကာလက်ရာပုံစံနှင့် အလွန်ကျဲပါးစွာ ဆေးသုတ်ထားသော အဆောက်အဦးသစ်များ ပေါများ ပြည့်နှက်လာခြင်းကလည်း သက်သေသာဓက တစ်ခုပင် ဖြစ်ပါသည်။ ထို့အပြင် နှစ်ပေါင်းများစွာ ဂရုမစိုက်ဘဲ လျစ်လျူရှုထားခြင်း ခံခဲ့ရသည့် လမ်းပေါ်မှ အိမ်ခြေရာခြေမဲ့များလည်း မရှိတော့ဘဲ အလွန်ပေါများလှသော ဆိုက်ကားများမှာလည်း နည်းပါးသွားပြီ ဖြစ်ပါသည်။

ရန်ကုန်မြိုတွင် လွန်ခဲ့သော နှစ်ပေါင်းများစွာကပင် ရှိနေသော သစ်ပင်အိုကြီးများကိုလည်း လမ်းများ ချဲ့ထွင်ရန်အတွက် ခုတ်လှဲလိုက်ပြီး တစ်လမ်းမောင်း ယာဉ်ကြောစနစ်ကိုလည်း စတင် မိတ်ဆက် ပေးခဲ့ပါသည်။ လမ်းသွားလမ်းလာ ခြေကျင် လျှောက်သူများအတွက် လူကူး ခုံးကျော်တံတားများကိုလည်း တည်ဆောက်ပေးခဲ့ပြီး အသစ်စက်စက်နီးပါး ဘတ်စ်ကားများကိုလည်း ပြည်ပမှ မှာယူ တင်သွင်းပေးခဲ့ပါသည်။ ထို့အပြင် ကျူးကျော် ရပ်ကွက်များကိုလည်း ရှင်းလင်းခဲ့သည့်နောက် ကစားကွင်းများနှင့် ပန်းခြံများကို တည်ဆောက်ပေးခဲ့ပါသည်။ ဟိုတယ်အသစ် ဆောက်လုပ်မည့် စီမံကိန်းများအတွက် ကြော်ငြာ ဆိုင်းဘုတ်ကြီးများနှင့် စကော့ဈေး (ဗိုလ်ချုပ်ဈေး) အနီးမှ ပြိုကျ ပျက်စီးနေသော ဆိုင်ခန်းများကိုလည်း ရှင်းလင်းဖယ်ရှားခဲ့ပြီး ဧရာမ ကွန်ကရစ် အဆောက်အဦးတစ်ခုဖြင့် အစားထိုးပေးခဲ့ပါသည်။

မန္တလေးမြို့တွင်လည်း မဟာမိတ်တို့၏ ဗုံးဒဏ်နှင့် ဒုတိယကမ္ဘာစစ်အတွင်း မီးဘေးကြောင့် ပျက်စီးခဲ့ရသော နန်းတော်ကြီးကို ပြန်လည် တည်ဆောက်ခြင်းအားဖြင့် လုပ်ငန်းစတင်ခဲ့ပါသည်။  စက်ဘီးလမ်းများကိုလည်း ဖောက်လုပ်ပေးခဲ့ရာ ထိုနေရာ၌ ဟီးနိုး ဘတ်စ်ကားဟောင်းများကို ကားရထားအဖြစ် ပြုလုပ်ထားသည့် မြို့တွင်းသွား ယာယီ မီးရထားလမ်းလည်း ရှိနေပါသည်။ မီးရထားလမ်းများပေါ်၌ ခုံးကျော်တံတားများ ရှိသည့်အပြင် လမ်းသွားလမ်းလာ ခြေကျင် လျှောက်သူများအတွက် မြေအောက်လမ်းကူးပင် ရှိပါသေးသည်။ မန္တလေးမြို့ခံ တစ်ဦးက ၁၉၈၈ ခုနှစ်မှ စတင်၍ မြေဈေးများ အဆနှစ်ရာခန့် ရုတ်ချည်း ထိုးတက်သွားခဲ့သည်ဟု ခန့်မှန်းခဲ့သော်လည်း သစ်လွင်သော အိမ်ဂေဟာများနှင့် အဆင့်မြင့် တည်းခိုရိပ်သာများ ဆောက်လုပ်နိုင်ခဲ့သည့် ဝင်ငွေရလမ်းကို မခန့်မှန်းနိုင်ပါ။ အုတ်ဖုတ်လုပ်ငန်း မှာလည်း ကော်ပေါက်တွေ့သည့် ကိုယ်ပိုင် လုပ်ငန်းတစ်ခု ဖြစ်လာပြီး ကျပန်းအလုပ်သမား လိုအပ်ချက်လည်း များပြားလာခဲ့ပါသည်။ တရုတ်နိုင်ငံမှ လူသုံးကုန်များလည်း ပေါများလှပြီး ဈေးများကိုလည်း ပြန်လည် ပြင်ဆင် မွမ်းမံ ခဲ့ပါသည်။

မန္တလေးလေဆိပ် အနီးတွင်လည်း မြို့သစ်တစ်ခုရှိပြီး ထိုနေရာတွင် နေထိုင်ကြသူများမှာ မန္တလေးမြို့၌ မီးအကြီးအကျယ် လောင်ခဲ့သည့် ၁၉၈၁ ခုနှစ်နှင့် ၁၉၈၅ ခုနှစ်တို့တွင် ပြောင်းရွှေ့လာကြသူများနှင့် နောက်ထပ် ရောက်ရှိလာသူများ ဖြစ်ကြပါသည်။ ရန်ကုန်မြို့တွင်လည်း မြို့သစ်သုံးခု ရှိရာ လှိုင်သာယာ၊ ဒဂုံမြို့သစ်နှင့် ရွှေပြည်သာတို့ ဖြစ်ကြသည်။ ထိုသုံးခုအနက် အကြီးဆုံးဖြစ်သည့် လှိုင်သာယာ၌ လွန်ခဲ့သော နှစ်အတွင်းမှာပင် လူဦးရေ ၁ သိန်းကျော်ကို ပြန်လည် နေရာချထား ပေးခဲ့သည်။ သို့သော် လူနေမှုအဆင့်အတန်း အလွန်အမင်း အောက်ကျ နောက်ကျ နိုင်နေဆဲပင် ဖြစ်ပါသည်။ ပုဂံတွင်လည်း တစ်မြို့လုံးနီးပါး နေရာရွှေ့ပြောင်း ပေးခဲ့ရာ ရှေးဟောင်းသုတေသနဆိုင်ရာ အကြောင်းပြချက်များကြောင့်ဟု ယူဆရပါသည်။

မြို့ကြီးပြကြီးများ၏ အချက်အချာ နေရာများ၌ လျှပ်စစ်မီး ပေးဝေဖြန့်ဖြူးမှုမှာ ပိုမို စိတ်ချရပြီး မီးလည်း မှန်ပါသည်။ မီးရထားများကိုလည်း အချိန်မှန်မှန် ပြေးဆွဲပေးနေရာ မီးရထားလမ်းချော်မှု မရှိသလောက်နီးနီး ဖြစ်ပါသည်။ ထိုကဲ့သို့ ရုပ်ပိုင်းဆိုင်ရာ ဖွံ့ဖြိုးတိုးတက်မှုများ ရှိနေလင့်ကစား ထူးဆန်းစွာဖြင့် ခါးသီးသော ခံစားချက်များ လှိုင်းဂယက် ထနေပါသေးသည်။ ပြီးခဲ့သော ပြောင်းရွှေ့ အခြေစိုက်မှုအများစုမှာ အခြားသော ရွေးချယ်စရာ မရှိခဲ့ပါ။ ထို့အပြင် ထုတ်ဖော် မပြောပြနိုင်သောအချက်မှာ နဝတ အစိုးရထံသို့ ယင်းရှင်းလင်း ဖယ်ရှားမှုများ ပြုလုပ်ပေးပါရန် မည်သူ တစ်ဦးတစ်ယောက်ကမျှ အမှန်တကယ် မတောင်းဆိုခဲ့ကြခြင်း ဖြစ်ပါသည်။ အဆိုပါ အလားအလာ ကောင်းသော စီမံချက်သစ်တိုင်းသည် မြန်မာ့ဆိုရှယ်လစ်လမ်းစဉ်ပါတီ (မဆလ) ခေတ်၌ နိုင်ငံအတွက် မဖြစ်စလောက်သာ ပြီးမြောက် အောင်မြင်ခဲ့ကြောင်း အမှတ်တရ နှိုးဆော် သတိပေးမှုတစ်ခုအဖြစ် ရုတ်တရက် ပေါ်ထွက်လာခြင်းလည်း ဖြစ်ပါသည်။ တပ်မတော်အနေဖြင့် သူတို့၏ ခြေရာလက်ရာ ချန်ထားရစ်ရန် ဆုံးဖြတ်ထားသော်လည်း နိုင်ငံတော် တည်ဆောက်မှုကို သုညမှ ပြန်စခြင်းမှာမူ ကျေးဇူးတင်မခံရသည့် လုပ်ငန်းတာဝန် ဖြစ်လာနိုင်ပါသည်။

“ဒီ ရုပ်ဝတ္ထု ပစ္စည်းပိုင်းဆိုင်ရာ ဖွံ့ဖြိုးတိုးတက်မှုတွေက တိုင်းပြည်ကောင်းဖို့ မဟုတ်ဘူး။ သူတို့ကောင်းဖို့” ဟု မန္တလေးမြို့မှ လူ့ခွစာတစ်ဦးက မကျေမချမ်းဖြင့် တဖျစ်တောက်တောက် ပြောဆိုခဲ့ပါသည်။ ၁၉၈၀ ပြည့်လွန်နှစ်များက တယ်လီဗေးရှင်းကို စတင် မိတ်ဆက်ပေးခဲ့ခြင်းကြောင့် မဆလ၏ ပျက်စီးရာ ပျက်စီးကြောင်း ဖြစ်လာစေသည်ဟု သူက ယုံကြည်နေခဲ့သည်။

“တီဗွီနဲ့ ဂြိုဟ်တု သတင်းဖြတ်ပိုင်းတွေက လူတွေရဲ့မျက်စိကို ဗြုန်းခနဲ ဖွင့်ပေးခဲ့တာ၊ အခုတော့ S1 နဲ့ S2 ရဲ့ သတင်းတွေကို ကြည့်ဖို့ ဖြစ်သွားပြီပေါ့။ ဒါကရော အမြဲတမ်း ပြနေနိုင်မတဲ့လား”ဟုလည်း သူက ထောက်ပြ ပြောဆိုသွားခဲ့ပါသည်။

အယ်ဒီတာမှတ်ချက် ။    ။  သတင်းစာဆရာ ဒေါမနစ် ဖူလ်ဒါသည် ၁၉၉၀ ပြည့်နှစ်အတွင်း ဦးကြည်မောင်နှင့် နှစ်ကြိမ်တိုင် တွေ့ဆုံခဲ့ပြီးနောက် ယခုဆောင်းပါးကို အင်တာဗျူးနှင့်အတူ တဆက်တစပ်တည်း ရေးသားခဲ့ခြင်း ဖြစ်သည်။ ဆောင်းပါးတွင် ဖော်ပြထားသော အကြောင်းအရာ၊ လူပုဂ္ဂိုလ်၊ ရာထူးနှင့် အခေါ်အဝေါ်များသည် ၁၉၉၀ ပြည့်နှစ်ဝန်းကျင် အခြေအနေ သတ်မှတ်ချက်များ ဖြစ်ပါသည်။

Changes in Rangoon and Mandalay
It is sometimes easy to forget that the government is meant to be about to change.

Rangoon – Still not 50, Lieutenant General Khin Nyunt heads the Directorate of Defence Services Intelligence, and he is probably the highest profile secret policeman in the world. He surfaces each day as State Law and Order Restoration Council Secretary (1), or S1 for short, inspecting the myriad projects SLORC has been pushing through at a furious pace since taking power in September 1988.

More than a month after Burma’s first multiparty general elections in three decades, his boyish face beams from every portal of the media. The man is quite tireless in cultivating the common touch.

One recent Sunday, while others rested, TV crews tracked his progress by helicopter and Land Rover through early monsoon floods. In 15 minutes, he kissed six little girls, received three bouquets, visited a hospital, prostrated himself before senior monks, and delivered two impromptu speeches, all to the accompaniment of chirpy circus music, handclapping, and waving.

Almost as active is SLORC Secretary (2), Lieutenant General Tin Oo, the army chief of staff. The Working People‘s Daily is awash each day with photographs of gaggles of military officers pointing at some sparkling new development. TV news bulletins meanwhile feature enthusiastic officers tapping charts, maps, and plans with pointers as they brief captive audiences military style on the challenges ahead. It is sometimes easy to forget that the government is meant to be about to change.

“The world situation is undergoing swift changes. We should not lose sight of the fact that the Myanmar situation too is changing swiftly,” shouts a front-page banner on The Working People’s Daily. While Burma’s own situation may not have yet quite changed to everybody’s liking, there’s no denying the physical transformation. The facelift of the capital in late 1988 by the SLORC has maintained its momentum, and Rangoon and Mandalay are dramatically transformed. Evidence of new building abounds, even if the functional architecture leaves much to be desired and the paint always seems too thinly stretched. The number of vagrants living on the streets is negligible compared to years gone by, and trishaws are less abundant.

In Rangoon, ancient trees have been felled to widen roads, one-way traffic flows have been introduced, pedestrian overpasses built, relatively new buses imported, squatter areas cleared, and playgrounds and parks built. Hoardings advertise new hotel projects, and near Scott Market tumbledown shops have been swept away and replaced by a huge concrete structure.

In Mandalay, work has begun on rebuilding the palace destroyed by Allied bombing and fire in the Second World War, bicycle lanes have been introduced, and there is a makeshift local railway service using old Hino buses mounted on bogeys. There is even a flyover crossing the rails, and a pedestrian underpass. One local estimates the price of land in the city has shot up two hundredfold since 1988, but is at a loss to identify the sources of cash for smart new private residences and ritzy guest houses. Brickmaking has become a boom private enterprise and casual labourers are widely in demand. Consumer goods from China are plentiful, and the markets are being renovated.

Mandalay has a satellite town near its airport that houses people transplanted from two major fires in the city in 1981 and 1985 plus more recent arrivals. Rangoon has three satellite towns — Hlaingthayar, Dagon, and Shwepyithar. The largest is Hlaingthayar with more than 100,000 people relocated there within the last year. Living conditions remain extremely basic. In Pagan, the whole town has been uprooted and transplanted for supposed archaeological reasons.

The electrical supply in city centres is more reliable and steady, and the trains run pretty much on time – give or take the occasional derailment. Yet despite all these material improvements, there is a curious undertow of resentment. Most of those recently transplanted had no choice in the matter. There is also the unspoken fact that nobody actually asked the SLORC to make all these sweeping changes. Each bright new project pops up as a reminder of how little was done in the pre-Myanmar era of the Burma Socialist Programme Party (BSPP). The army is determined to leave its mark but nation building from scratch can be a thankless task.

“All these developments are not for the good of the country but themselves,” grumbles one cynic in Mandalay who believes the BSPP’s undoing was the introduction of television in the early 1980s. “Television and the satellite news clips suddenly opened the eyes of the people,” he argues. And now they can use it to catch up with the S1 & S2 Show. Will it run for ever?
